Patrick Mills, the Cyberpunk 2077 lore lead, made the final call. He explained the decision stemmed from two factors: the bundle's limitation to two characters, one of which had to be Johnny Silverhand, leaving no space for both male and female versions of V; and a personal preference for the female V.
