VNeID: Vietnam's Electronic Identification and Authentication Application
Overview:
The VNeID application, developed by the National Population Data Center under Vietnam's Ministry of Public Security, leverages population data to provide electronic identification and authentication services. It is designed for individuals residing or traveling within Vietnam.
Purpose and Benefits:
VNeID serves as a digital replacement for traditional documents, facilitating citizen identification in the digital realm. It supports the growth of digital citizenship, digital government, and digital society by offering utilities such as medical declarations and swift domestic travel declarations. Additionally, VNeID aids authorities in tracing secondary COVID-19 infections and promptly notifying the public.
Access and Permissions:
By using VNeID, users grant the application access to the following functions:
- Internet Access: Allows the app to connect to the internet from the user's device.
- Camera Access: Enables QR code scanning on Citizen ID (CCCD) cards to expedite the input of basic citizen information and facilitates quick travel and medical declarations at scanning points.
- Media and Files Access: Permits storage of QR code images on the device for verification at citizen checkpoints.
- Notification Permissions: Allows the app to send notifications to the user's device.
Personal Information Collection:
Users input their data for medical and domestic travel declarations, either for themselves or on behalf of others with their consent. Collected personal information includes:
- Full name
- Phone number
- Citizen identification
- Gender
- Year of birth
- Permanent address
- Nationality
- Health status
- Place of departure and destination
- Vehicle number plate
- Exposure to individuals with COVID-19
All information is voluntarily entered and submitted by the user, who is responsible for the accuracy and appropriateness of the provided data.
Privacy and Copyright Protection:
The National Population Data Center, Ministry of Public Security, ensures the secure storage and protection of user data. This data is used exclusively for COVID-19 prevention and control, aiding in health protection and disease prevention. It is not used for commercial purposes and does not infringe on personal privacy. Data may be shared with Health Authorities and other relevant agencies to enhance COVID-19 prevention efforts.
The application developer commits to not collecting or using user information for any purposes beyond those stated and will not disclose any information that could harm user privacy or engage in illegal activities as per Vietnamese law and the application's policy.
- No Location Collection: VNeID does not collect data about users' locations.
- Anonymity: Users interact within the community anonymously, with only competent authorities having access to information about infected individuals and those suspected of infection due to close contact with COVID-19 cases for tracing purposes.
