In my experience, following the main questline and working with Radovan the blacksmith allowed me to acquire new clothes that made Henry appear more noble. This disguise helped me persuade the trader to return Pebbles without cost, though it did slightly tarnish my reputation in Semine. If persuasion doesn't work, be prepared to pay the Groschen to get your horse back.
How to Steal a Horse
